batch enrollment showing incorrect dates on report

R083800 is ending enrollment in an existing plan the day before the date on the PO and re-starting the same plan on the date in the PO instead of the eligibility date.  When the report is run in final we are seeing instances where the DBA is ended and restarted as well as instances where nothing happens.  In the example below there was no change to the employee in P08334 although the report indicates a date change.

I am wondering if anyone can tell me if JN16545 will correct this issue?
