ESS missing plans and pulling lat year's rates

We had several DBA rate changes for 2019 and completed open enrollment in November of 2018. Recently we added a new health and wellness plan (category health) to one of our benefit groups.  The old plans for medical, dental, and vision were marked invalid and end-dated in P08320 as of 02/28/2019.  Within the last month we noticed that the 2018 rates are showing up in ESS for both new hires and status changes and the end-dated plans are showing up for new employees in the benefit group that was updated.

We are currently running 9.2.2.2.

Any help is greatly appreciated!
