Template load specification

Hello

I have the following case where I am loading a template for mail in Siebel first I went to: Site Map -> Administration - Communications -> All Templates

A new template was created, then I went to Template Items and attached a template in HTML format to use it when the mail was sent to the user, but when doing the mailing test no image is seen, the first thing that was seen is that it was well created the template in Siebel, then I went to where the HTML was given download and when downloading it opened another window in the browser where nothing was displayed, but when you open the html on the outside if it is displayed well.
