ODA 18.3 on X7-2S - Create Appliance failed with DCS-10001:Internal error encountered: Fail to run r

We are creating an appliance on one of our new X7-2S ODA. Prior to that, we performed the re-imaging of the ODA using the ISO Image 18.3.0.0.0 using from patch #27604623

After Re-imaging, here is how the system looked like

After this, we added the following to the ODA respository

patch 27604593 (GI Clone Release 18.3)

patch 27119402 (RDBMS Clone Release 12.2)

patch 27604558 (RDBMS Clone Release 18.3)

After that we pulled up the ODA Admin and fired up the "Create Appliance" which failed with
