new users not available to assign as owners of approval unit in PBCS

Added new users and need to assign as owner to approval unit/entity in Approval Unit Hierarchy but they do not appear. These users are provisioned identically as other planners and although there is a synchronization when adding new entities I am not aware of a synchronization or refresh for security updates.
