Why does the Requsition starts with a 1

When the NN F0002 for requisition has a 8 digit # 50025946. they are no duplicates and at the header it displays Record Invalid. P4310_W4310I - Retrieve Company Currency Codeljava(inpackage.com.peoplesoft.e1.bsfn.b0000128)

Please could you help...thanks
