What is the precedence for selecting a factor from formula when there are multiple hits?

I have a factor formula where there is a possibility of getting multiple hits.

I want the precedence to be the most restrictive (most associated pricing attributes) first and then less restrictive 2nd and so on.

What is the precedence/hierarchy for these cases?
