How to give Force Translate ability?

Hello,

We have a request to add Force Translate to a user group. The group is currently provisioned with Role_HFM_Viewer. We have experimented adding provisions and access control, but every attempt gives too many new abilities, or  does not give the Force Translate. Is there a way to achieve what we are attempting, or what provision / access control will give the least bit more?
