Capture S/N At Ship Confirm

We would like to capture serial numbers only at ship confirm.

The Lot Processing and Serial Number Control (Doc ID 2094021.2) document indicates on the Serial Numbers (F41021) tab that the definition of Lot Processing Type 4 is - Serial number assignment is optional except during shipment confirmation.  However, when adding a serial number at ship confirm without having captured a serial number at PO receipt, hard errors are returned that the F4108 Lot Master and the F41021 Location Master record for that branch/location/lot number is missing. 

Can anyone enlighten us on the true meaning of the description of Lot Process Type 4?
