AIS DV. VS. PD. is slower

We are using a third party tool to call our AIS instance.  Our Dev/test environment works great when calling AIS for both a token and a form execution call.  On average our execution time was <1 second.  When we implemented this with our production AIS instance, our average time to call the AIS instance went up significantly.  It now can take up to 25 seconds to complete the call or as little as 1 second.  As the time is so different between the two instances and it worked well in the dev/test instance, it makes me think it could be
