Patch 28833531 README has no opatch apply?

hi,

Patch 28833531 has four subpatches but only one "opatch apply" for the third first one (28731800)

Oracle (Non-RAC/Single Instance) Single Tenant (One CDB and One PDB) ver 12.1.0.2 installed on Linux86-64bit

1)

where this the "opatch apply" for 28729213? How come there is "opatch apply" for 28731800 (See Case 3: Non-Oracle RAC Database homes.)

2) What is 28729213 an OCW? What is OCW? Is there a table to explain this?

What is ACFS and DBWLM
