One item having dual UOM and secondary quantity should change frequenty based on business need

Hi

we are selling milk packets and we have created one value pack and UOM  - primary is Pack (each) and secondary is ML.

Based on business requirement we produced 100 each with 120 ML for some period say one month. After that we produced the same pack 100 each with 90 ML.

How to achieve this with one item code.
