Vanilla BS usage correlation with license costs

Hello,

Do you know if Vanilla BS usage has any impact on Siebel license costs?

For example I really like these BS but they come from different products:

Inbound Email Database Operations -> Siebel Email Response

CUT eSales Order Entry Toolkit Service -> Siebel Order Management

Row Set Transformation Toolkit -> Siebel Order Management

For example is it allowed for project with only Siebel Sales license to use BS "Inbound Email Database Operations"?

I know that Oracle uses SQL's to determine used functionality and license costs. I think that Vanilla BS does not take any part in license cost calculations but I would like to be sure and I have not had direct experience with license cost calculations.
