Subledger Period Close Exceptions Report is showing Incomplete PO in closed period

Hi SMEs

We have r12.1.3.  There is an category purchase PO and received. but not yet created ap invoice. this is still open last 1 year. The Subledger Period Close Exceptions Report has not shown this PO as incomplete until Jan-19. But it is showing in Feb-19 period. None of the activity performed on this PO and invoices(invoice not created yet).  Why it is appearing  as incomplete in this Subledger Period Close Exceptions Report for Feb-19 closed period.  could you have any help really appreciated.
