roothas.bat not working for Oracle Grid Infrastructure for Standalone Server - Windows Platform

We are evaluating Oracle Grid Infrastructure for Standalone Server, Version 18.0.0  on Windows Server 2016.

In latest release 18.3.0 for Windows, the roothas.bat script does not work.

In the documentation, it says:

DRIVE_LETTER:\Grid_home\crs\install>roothas.bat

Grid_home\crs\install\roothas.pl

For example, if your Grid home is C:\app\oracle\product\18.0.0\grid,

then run the following script:

C:\app\oracle\product\18.0.0\grid\crs\install\roothas.bat

C:\app\oracle\product\18.0.0\grid\crs\install

C:\app\oracle\product\18.0.0\grid\crs\install\roothas.pl

However, running the roothas.bat script with both alternatives, neither of them works.

Running the ROOTHASPL Line from the roothas.bat manually is working though.
