P31114 completion possible even if not all components have been issued

I am able to complete a WO even if not all components have been issued, I am using manual consumption.

The WO goes to status to status 45 if only one component is issued.
Is there a standard way to prevent the completion if not all components have been issued ?

Would the superbackflush be the only solution ?
