PO Roll View Returns No Data

I am the processing of testing PO Rollover. Currently we do not run the rollover process. We are looking into running it for the first time. I am working in a test environment copy of current production. We have over 5,000 dispatched POs with open encumbrances. If I leave all the fields blank on the PO Roll View run control page and run process PO_POROLLVW, I get no data in the benchmark. The Search ID is not even in the workbench lookup. We do have commitment Control Turned on. Release 9.2, Full image 26, Tools 8.56

Any thoughts or suggestions are appreciated as to what I need to check and get this to work
