Multiple routes to postal codes in multiple countries

Hi,

I'm trying to set up several rate definitions for billable freight based on Route, like Bulk or Packing. This works fine. It checks postal-code and weight and returns an appropriate result.

But what if you have several countries with a 5-digit Postal Code? How can I setup different rates per country?
