Setting Contact Addresses

I have been trying to set the Contact Primary Address (Personal Address or any of address) using EIM for the last few days and have not been successful.  I load Addresses and Accounts and set Primary Address on the Account just fine.  I want to use the same address I loaded to the Accounts for the Contacts. I have tried using EIM_CONTACT, EIM_CONADDR_CUT, EIM_CONTACT1 and although EIM finishes successfully I don't see the Contact's Address on the standard Contact List Applet in Personal Address.  I don't understand what I am doing wrong.  I have populated the following columns in
