OEM 13c and weblogic 12.2.1.3 targtes issue

We have OEM 13c and weblogic 12.2.1.3 targtes, with java 1.8.0_144, and backend Database Oracle 12.x, with RHEL7.x

For some of the targets of host, we are getting

"Target data is currently being uploaded to the repository. The target will be accessible once the process is complete"

and "Availability Evaluation Error"

Any updates? any suggestions why we do not get one target on one host of the cluster, while other target on another host of cluster on another machine is fine.
