Ordering additional Inventory for seasonal spikes

My company creates purchase orders for additional stocks of inventory items in anticipation for more usage during bush fire season.

However, since these PO's are created directly in Procurement, the replenishment process sees this as an extra incoming supply that can be taken by any inventory demand, i.e, a planned project.

What's the best way to order additional inventory for seasonal spikes? I'd imagine the supply should have been driven by an inventory order, instead of entering directly in Procurement.
