How to override group plan DBA setup for one employee

We have a group plan DBA setup for vacation pay for a specific union with a table that pays 2 different percentages based on months service.  We have an employee who we wish to pay the higher percentage, even though they don't yet meet the criteria.  On that employee's DBA instructions, I've included the higher percentage in the Amt/Rt Level 1 field, but am not getting the desired amount when I run the pay.  I've tried changing the override flag from blank to Y to N, but nothing I've tried is getting the pay to override the group plan setup.
