HST Recoverable Tax at Province level is not working

Trying to define Recoverable Tax for New Brunswick (NB)

Already defined Recoverable Tax on HST and its working as intended.

When I try to use Recoverable Tax for NB driven by the Ship To , it calculates right percentage but Recoverable from  HST Tax Rules instead of HST NB Tax Recoverable Rules (Please see attached)

What am I missing?
