Create Repository in Jdeveloper

when i try to create webcenter content repository in jdeveloper 12c the following error appear after successful connection

oracle.adf.share.security.ADFSecurityRuntimeException: Unable to obtain credential store using jps-config file:/C:/JDeveloper/mywork/Application1/src/META-INF/jps-config.xml.   

JPS-01050: Opening of wallet based credential store failed. Reason java.io.IOException: Failed to lock...

attempt 1: java.io.FileNotFoundException: C:\JDeveloper\mywork\Application1\src\META-INF\cwallet.sso.lck (Access is denied)

attempt 2: java.io.FileNotFoundException: C:\Users\rakkoub\AppData\Local\Temp\pki_data1736967845.lck (The system cannot find the file specified)
