Change Assistant without internet connection

Hi! We are going to install JDE 9.2 and latest Tools for a customer. However, the customer insists that no internet connection is allowed on the servers. Not a single moment. Does it mean Change Assistant will not be able to function? Without Change Assistant, are we able to installing all the patches? As I know, the ASI must be installed using Change Assistant. Please correct me if I am wrong and please advise if any alternatives.
