Webforms Webutil WUF_GFN_OPENFILE jp2launcher target not found (JRE 8.0.201)

Webforms Applikation 12c, problem came with JRE 8.0.201.

Out of a Running Webforms (Weblogic Server 12c), jp2launcher.exe is activ (Windows 7).
Button Trigger: Choose a file to attach.
Instead of presenting the File Browser (for to choose a file), webutil prompt several times: 
"jplauncher.exe Das Ziel wurde nicht gefunden" (target was not found). [OK]

Any suggestions for a solution ?
