Reinstating a 2 instance primary database after failover to a single instance physical database

Consider:

Primary database: 2 instance RAC

Standby database: single instance physical

I have successfully failed over from primary to standby.  In order to get back to my original configuration of 2 instance primary, do both of those instances need to be up when the database gets reinstated?  Do they both need to be up for resolving gaps?
