Leased assets conversion

We are starting to look at implementing Leased Assets in anticipation of GASB 87.

We license Asset Management and do not license Lease Administration (LA). We are currently on Image 28, PT 8.56.08.

I have found helpful information about lease migration but this does not apply as we have nothing to migrate.

The AM Activity Guide includes LA configuration steps - are we to assume that we can configure LA unlicensed?

Looking for clarification regarding leased asset data conversion for AM without LA - any guidance would be greatly appreciated.
