Message Broadcasting based on User Role

Hi Siebel Experts,

I have a requirement to show pop up message to another user based on their Role. When I click the button called "Send Message" the message should be popup to user based on their role. Is it possible to achieve requirement using Unified Messaging Framework. If not what is the best way to achieve the requirement?
