Can (R30890-Copy Cost Values) program be used to Copy '0' (Zero) cost (Std cost=07) from 1 branch to

Business has made certain items standard costs (07 Cost method) as '0' (zero), since not being used for some more time. This '0' cost to be extended to other branch plants as well, but system is not allowing me to copy '0' cost to another branches. Is it a standard functionality /design?
