TNS-00354 in connecting to Database in windows 2016

Installed Oracle 18.3 on Windows 2016.

Created a CDB database.

Created the listener service.

Unable to connect to the CDB trough the network.

The client gets error:

TNS-12518 TNS: listener could not handoff client connection

TNS-00354 Failed to grant connection ownership to child

64 bit Windows error: 10022 : Unknown error
