SFA CRM process Commission in Sales Quote coming from Customer Master not Opportunity Employee table

Creating Quote from SFA Opportunity.  Maintain sales team in Opportunity Employee table (F90CB02E) using the standard form for Sales Team in Opportunity (P90CB020).  We have "Apply Commission" checked in the employee table.

When we convert to Quote the Commission in Quote is not coming from employee table of F90CB02E but from the Customer Master F42140.    Am I missing setup to get the sales quote/order commission to populate from the Opportunity Employee table.

I checked the effective dates in employee table and constants.  I checked Apply commission, filled in role, filled in percentage in employee table,  I checked the order type SQ is in commission constants.  I even setup a sales group in commission setup and added sales group to employee table.  Nothing from employee table F90CB02E is coming into sales quote header.  Only the setup in customer master F42140 is coming into sales quote header.
