Why is there no RI constraint between PER_CONTACT_RELATIONSHIPS and PER_ALL_PEOPLE_F?

We have got 360 records on our PER_CONTACT_RELATIONSHIPS table which have CONTACT_PERSON_ID values which do not exist on PER_ALL_PEOPLE_F.  How can this happen?
