New supplier user account created by the supplier admin(Suppliers) in isupplier to be routed through

We have a requirement in the isupplier new account creation process where in when the 'supplier administrator' for the supplier creates a new user account for any supplier user this should be routed for the approval to the 'Supplier admin collaborative team' from the buying organization.Once this is approved by the team then the isupplier new user account should be created.

Can this be achieved?
