Fluid Benefits Enrollment - Missing Items in Ben Details Navigation Collection

We have downloaded and applied patch # 28539304 from PUM Image #29 for the fluid benefits enrollment which includes things like the Benefits statements, and such.   There were an additional 52 patches pulled in as pre-requsities.

In the PUM Image #29 PIA, if you click on Employee Self Service, then Benefits details, in the navigation collection displayed, there are two additional links.    Benefits enrollment and benefits statements.

In our DEMO system after applying the patch, clearing cache, all all that, we go to the same page in Employee Self Service, and see the Benefit Details tile, but that nav collection doesn't have those two links (enrollment and statements).
