EM Express page showing “insufficient privileges or invalid username/Password" when login as SYS use

The solution seems to be setting the client ports used for access EM Express.

How do you set and control these ports?

Netstat on the server shows port in the 59000 upper range

i got it to allow access for about 2 hours. Went back to the URL later that day and the sys account is denied access.
