If conducting a search in iProcurement should the requestor field show all employees active and inac

If conducting a search in iProcurement should the requestor field show all employees active and inactive regardless if they have raised requisitions? I understand the field is driven from employees in HR but unable to find any documentation confirming if this is expected behaviour. This is R12.1.3.
