Financial Reporting - Batch Bursting

I am using the Financial Reporting 11.1.2.4 Batch Bursting option to produce the reports to a directory and to email to users.  I have used this functionality at other companies and it always combined the PDFs into one PDF when the person's email was listed for multiple reports (say for Store 1 and store 2).  The reports are not combining and the user is only receiving the first report (store 1 for example) but not any subsequent reports.  If I choose the zip option all reports are sent via zip file but the user has to save the file and
