BIL and BLD rows have "C" GL Distrib Status

Hi,

There are BIL and BLD rows with "C" GL Dist Status in PROJ_RESOURCE.  So, these rows are not being sent to GL.  The Customer Contract set up and Accounting Rules appear to be correct.  Can someone shed some lights on what area(s) I should look at?  Thank you very  much for your help!
