WebADI Error: "The specified directory...is empty so Compressed (zipped) Folders cannot add it to th

One of our users encountered the WebADI error in our production environment. When researching the Error above, I found the Metalink article "Missing or Empty Zip File Error Occurs during WebADI Upload (Doc ID 2378524.1)" which offers the Patch 27892921 as the solution.

The Patch according to the article will install WebADI_Template.xlsm   Version 120.0.12020000.48.  The article says this issue applies to Oracle Web Applications Desktop Integrator - Version 12.2 to 12.2.6.

But our system is currently in version R12.2.7 and the WebADI_Template.xlsm  is of version 120.0.12020000.42, does Patch 27892921 apply to our system ?

Can we apply this Patch to our R12.2.7 system ?

We are also preparing for the upgrade to R12.2.8.  Is
