Significance of Operation Sequence

Hello All

Posting this question on the utility of Operation sequence in Bill of Material.

We are in a discrete manufacturing environment and there are over 100000 finished goods items. Now each of these Finished goods items can go through 15 different manufacturing steps.

In such an event the business is not able to identify the operation sequence to be populated in the BOM. Any suggestions on this?
