JDE 9.2 Sales one Item as two with different VAT

For Russian sales software (as Microsoft) are three ways:

1) license only, as ESD - then not needed pay VAT,

2) retail (License +  cd + box) - needed pay full VAT tax.

3) But for selling licenses plus media (as CD) are needed pay different VAT. For License 0 % tax, but for media 20% tax.

For last not clear, how make sales. Split by two Items? Kit using or activate P4210 Price with VAT and make modifications file F4211TX...
