How to check and adjust scn rate For 12.1.0.1

Hi experts,

My database have a scn problem and want to adjust scn rate to 32k，Considering the risk factor, don't want to upgrade to 12.1.0.2, How to check and adjust scn rate in 12.1.0.1?
