Portugal Localisation next number

How to set up a next numbering where I have a legal document type but with 2 different issue places. Their next number should follow each other.

When one invoice is printed with issue place BO and number 10, the next one from issue place EM should print with next number 12.

Company      Legal Document type            Issue Place            Next Number   

000XX            CR                                             BO                           10

000XX            CR                                             EM                            11

I cannot use "Legal Document Type Same As" as they are the same.

Is there any other way to do this?
