root.sh fails in 2nd node during 18c grid setup

Hello experts,

Request help . I'm configuring  two node 18c rac on oel7.5 .  root.sh executed successfully on node1.  However it failed on node2 :

>  CLSRSC-594: Executing installation step 18 of 20: 'StartCluster'.

>End Command output

2019-03-31 18:15:35: CLSRSC-594: Executing installation step 18 of 20: 'StartCluster'.

2019-03-31 18:15:35: Startup level is 11

2019-03-31 18:15:35: Attempt to start the whole CRS stack
