Upgrade OEM 12c to 13c ( upgrade approach)

Dear All,

We need to upgrade our OEM 12c (12.1.0.3) to 13c latest version.We have only have single OEM server ( PROD ).What are our options here.

Can we Install a fresh 13c OEM and Install the second agent on the clients and deinstall  the old R12.1.0.3 agents.

We however want to retain our old reports from R12.1.0.3.

How do we go about any suggestions?

We are not comfortable upgrading the PROD directly without any dry runs.
