Can ASCP End Item Substitution plan to make substitute item?

A0 and A1 are manufactured items

A1 is the substitute item of A0.

Both stock Qty of A0 and A1  = 0

Now, Demand on A0 = 100; but critical resource for making A0 not available. Will ASCP suggest to an plan order to make A1 (by setting End Item Substitution)?
