Server Package Build failing: PKGUTL0087 ERROR: Failed to open table F96225.

Hi Team,

I have done an environment refresh manually from DV920 to PY920 and now getting error in Server package build, client build is successful.

Below is the error from package build kernel log.

spkgutil.c:6054 PKGUTL0087 ERROR: Failed to open table F96225.

spkgstatus.c:1789 PKGSTS0030 ERROR: Failed to open package history table.

JDB3100001 - Failed to open table F96225 because of invalid user handle

svrpkgbuild.log has below error:

Mon Apr 01 05:55:11  -  spkgutil.c:1637 PKGUTL0013 ERROR: Failed to open object librarian table (F9860). Non BSFN header files not transferred. BSFN might not compile on the server.
