Conversion of XML string to XML Hierarchy in Siebel

Hi ,

We have a requirement to convert below XML coming as a string from other System to XML hierarchy in order to parse the XML. I have tried using "XML Hierarchy converter" business service but facing "SBL-EAI-00247 Expected an element name" error. Can someone suggest if there is a way to convert this XML to XML Hierarchy?
