Bursting program completed normal without any error

In oracle EBS 12 with Bursting program .  We modify the filter in the  bursting control file so if the

<delivery_method> = 'email',  it should email

<delivery_method> = 'print' and <printer_name> != 'noprint'...  , it should print

otherwise, do nothing.

But the bursting program is completed with error when the delivery_method is print and printername = noprint.   I would expect , with the filter, is just completed normal without doing anything.    Here is the output from bursting
